The frequency of promulgation of relevant national policies from 2018 to 2020 has gradually increased, indicating that the recognition of the intelligent networked automobile industry has gradually increased; 2. The country’s key development direction for the industry is 5G+V2X; 3. Future intelligent Demonstration applications of network connectivity can be deployed in specific scenarios such as airports, ports, and parks.
In terms of policy:
• “Made in China 2025” issued by the State Council in 2015 clearly listed the ICV industry as one of the ten key development areas;
•In January 2018, the “Intelligent Vehicle Innovation and Development Strategy (Draft for Comment)” was released, and the development of smart cars began to rise to the national strategic level; It is proposed to realize the coverage of LTE-V2X on some expressways and major urban roads by 2020, carry out 5G-V2X demonstration applications, build a narrowband Internet of Things (NB-IoT) network, and build a vehicle-road collaborative environment. The penetration rate of Internet of Vehicles users has reached over 30%, the installation rate of new vehicle driver assistance systems (L2) has reached more than 30%, and the installation rate of new vehicles with connected vehicle information service terminals has reached more than 60%;
In July 2020, the State Council issued the “Implementation Opinions on Further Optimizing the Business Environment and Serving More Market Entities”, unifying the test standards for autonomous driving functions of intelligent connected vehicles, promoting the realization of national mutual recognition of test results in closed sites, and urging closed sites to provide public access to the public. Open the test service items and charging standards, simplify the test notice application and off-site replacement procedures, do not need to repeat the test and directly extend the time limit if the test notice expires but the vehicle status has not changed; Airports, ports, parks and other areas will explore and carry out demonstration applications of intelligent networked vehicles.

As far as the test area is concerned, there are currently 11 national-level ones, located in Shanghai, Beijing, Changsha, Wuhan, Chongqing, Wuxi, Changchun, Hangzhou, Jiaxing, Guangzhou, and Chengdu. Sino-German Intelligent Connected Vehicles, Connected Vehicles Sichuan Test Base” will be put into operation soon

Chengdu Economic and Technological Development Zone (Longquanyi District) is taking the Sino-German Intelligent Connected Vehicle Test Base as the core starting area, and is stepping up the planning and construction of the “Future Automobile City”
The closed test field contains more than 200 test scenarios, can accommodate more than 1,000 test vehicles at the same time, supports LTE-V, DSRC, 5G and other types of communication modes, forms a Chinese standard intelligent networked vehicle test scene library, and builds a complete Test to verify service capability. It is expected to be completed in July 2021 and officially put into operation by the end of 2021.
The temporary closed test area of the Sino-German Intelligent Networked Vehicle Test Base has been completed and put into use
The temporary closed test area for the Sino-German ICV and IOV Sichuan Test Base will be completed in November 2020 and put into operation in July 2021. At present, it has 34 test and verification capabilities in 14 categories, which will first meet the testing and evaluation of innovative products of ICVs at home and abroad, and support the issuance of temporary licenses for ICVs in Chengdu. In addition to the test items listed in the national three-department management regulations, the road test of intelligent networked vehicles in Chengdu, combined with the traffic scenarios faced by the open road environment in the southwest region, has added new tests for vehicle perception, recognition, control, etc. Test scenarios such as continuous curves and ramps common in the project and the southwest region.
